We inspect to serve development, “to prevent, to deter, to correct, to handle fairly before the law”, not to accumulate small mistakes into big ones, Prime Minister Nguyen Xuan Phuc said. Pham Minh Chinh government stated.

At the beginning of the working session, the Prime Minister asked the question, in the past 5 years as well as the first 5 months of the year, “what are the most impressive results of inspection work, comrades”. The Prime Minister proposed to clearly analyze the causes, lessons learned, advantages and disadvantages, concerns, concerns and backlogs in inspection work. And the next time, the inspection work should focus on what issues.

In the first 5 months of the year, more than 96,000 billion VND of economic violations were discovered

Government Inspector General (TTCP) Doan Hong Phong said that through inspection activities, the Inspectorate has made an important contribution both in preventing corruption and in detecting and handling corruption. On the one hand, we have discovered and recommended to improve mechanisms, policies and laws that are still loopy, inadequate, not suitable for reality, creating opportunities for corruption, wastefulness and negativity; on the other hand, promptly detected and recommended handling many violations. Particularly in the first 5 months of 2021, 1,646 administrative clearances and 35,614 specialized inspections were conducted, economic violations of more than VND 96,061 billion and 1,589 hectares of land were detected, and 269 collectives were proposed to be administratively handled. , transferred the investigation agency to handle 10 cases with 5 subjects.

Mr. Doan Hong Phong said that, with the participation of the whole political system, the situation of complaints and denunciations tends to decrease gradually (the number of complaints and denunciations under its jurisdiction decreased by 40% compared to the same period last year). last year); the rate of settlement of complaints and denunciations is high (85%).

The work of self-detection of corruption is focused, especially through inspection and settlement of complaints and denunciations. Inspection agencies at all levels discovered 353 cases, 520 subjects with corrupt and corruption-related acts. Especially, in 9 inspections conducted by the TTCP, the Central Steering Committee for Anti-corruption monitored and urged and the Prime Minister focused on directing.

However, the General Department of Government acknowledged that the implementation of inspection plans in some units was still slow; there is overlapping phenomenon in inspection, examination and audit activities; promulgating conclusions is still slow; The implementation of inspection conclusions and recommendations, especially the rate of money and asset recovery, has changed positively but has not yet reached the set target.

In the coming time, the TTCP will focus on inspecting areas prone to negativity and corruption, selecting a number of contents and areas to conduct extensive thematic inspection in service of socio-economic development. , carry out unscheduled inspection when detecting signs of law violation.

Focus on inspecting sensitive areas where there is a lot of public opinion about corruption; well perform the protection of whistleblowers and whistleblowers, and fight against corruption, wastefulness and negativity.

Currently, the Government is completing the draft of the revised Law on Inspection, consulting the ministries and functional agencies to report to the Government and the Prime Minister in the near future.

Rearrange forces

Expressing his impression of the results of the past time, Deputy General Director Tran Ngoc Liem recalled a number of complicated and difficult inspections that left many impressions and attracted public attention such as the AVG case, Thai Nguyen Iron and Steel. He believes that institutional building is one of the most important stages. However, at present, the institution on urging post-inspection handling is outdated, lacking strong sanctions for handling and recovering assets after inspection.

The leaders of TTCP pondered, coming to an inspection conclusion was difficult, but putting the conclusion into practice was many times more difficult. “There is a phenomenon of overlap in inspection, examination and audit activities”.

In addition, Deputy General Secretary Nguyen Van Thanh expressed concern that the inspection force was still organized and scattered. 1,705 district-level inspection agencies have 35,000 staff, 1,200 departmental inspection agencies have about 2 staff each. In the process of amending the Law on Inspection, the TTCP boldly proposed to strongly amend this issue to rearrange its forces and focus on large inspection agencies to make it more focused and focused.

For the Head of the Central Committee for Citizens Reception Nguyen Hong Diep, the most impressive thing for him was the marked decrease in the number of citizens coming to the headquarters (in 2020 reduced by 40% compared to 2019). Sharing about the most profound lesson of experience, he expressed, “regarding the people’s work as their own, treating them as relatives”, thus, the new citizen reception staff will listen carefully to “the angry words of the people”. anger” of the people even though I am not the one who caused it. He wished that officials of the Central Citizen Reception Committee could participate online with local leaders in dialogues and complaints settlement. Thus, it will significantly reduce the number of citizens having to go to the central government to complain.

Appreciating the results achieved by the Government, Deputy Prime Ministers Truong Hoa Binh and Le Minh Khai emphasized that a valuable lesson for the industry is the spirit of solidarity and coordination. In particular, TTCP needs to build a team of cadres who are virtuous, talented, clean and brave. It is necessary to focus on solving a number of long-standing backlog cases.

Being an inspector must be clean

Noting the comments and conclusions of the working session, Prime Minister Pham Minh Chinh stated that the Government has achieved many positive results, contributing to the conclusion of many big, breakthrough cases that lasted for many years and collected many valuable results. recover many assets, such as the AVG case. This result contributes to the overall achievement of the whole country, contributes to the prevention of corruption and negativity, strengthens the people’s trust in the Party and State, and contributes to the success of the 10th National Party Congress. XIII, on the success of the election of deputies to the National Assembly and People’s Councils at all levels for the term 2021-2026.

In terms of limitations, the Prime Minister pointed out, the institutions related to the inspection industry are still inadequate, overlapping, and in some places not reasonable. The organization is still fragmented, divided and scattered. There are places where cadres are both redundant and lacking. Functions, duties and powers are incomplete.

Pointing out the cause of the achievements, the Prime Minister assessed that it was due to the Government’s adherence to the guidelines and policies of the Party, the direct and regular direction of the Politburo, the Secretariat, the Government and the Prime Minister. government; the second is the solidarity, unity, consensus and determination of leaders, cadres and civil servants. Third, there is close coordination of agencies, departments, branches and localities.

As for the cause of the restrictions, according to the Prime Minister, the inspection work is sensitive and complicated, being denied by this and that, there is still group interest. There is still a part of staff who are not really pure, enthusiastic, determined and fierce in their work. The coordination of agencies is sometimes not good.

What lessons can we learn from experience, the Prime Minister agreed with the idea that “it is impossible to do inspection without being clean and unjust”. Therefore, inspectors must be transparent, must put the common interest above all, first of all, must be impartial, objective, transparent and righteous. The second lesson is the close leadership and direction of the Government and the Prime Minister. In leadership, comrades must unite and unite. Personnel work must be democratic, public, transparent and objective.

In the work of inspection, any work must stop that. For cases, it must be concluded and implemented after the inspection conclusions are available to be effective. Citizen reception must be patient, brave, objective, have dialogue right from the grassroots, be open, transparent, resolve with love and reason, ensuring harmony between the interests of people, businesses and the Government. country. Must respect the people, listen to the people’s opinions, be sincere, have reason and love. It is important to attach importance to the work of internal inspection, “inspection of the inspector”, otherwise it is easy to happen “reconciliation”.

The Prime Minister emphasized that we inspect to serve development, “we inspect to prevent, to deter, to correct, to handle fairly before the law”.

Considering that inspection and examination in the current period is very important, the Prime Minister stated that inspection and examination is a method of leadership of the Party, a tool to exercise socialist democratic rights. building a socialist rule of law state, conducting a socialist-oriented market economy.

Don’t let small mistakes accumulate into big ones

Orienting the guiding ideology, the Prime Minister requested, the inspection sector must promote the achievements achieved in recent years “so that in the coming time we will do better”. Second, find out and specify the limitations, shortcomings, backlogs to continue to overcome and solve.

“The inspector’s job is a difficult, complicated and sensitive job, so we must stick to the principles, implement democracy, promote collective intelligence, take efficiency as the main thing and create unity to do it.” , said the Prime Minister.

Third, must be brave, must be resolute, the determination must be very high, the effort must be great, the action must be drastic, the work must have a central focus, and the work must be stopped.

Fourth, we must persevere, seek and listen, and must firmly grasp and stick to the Party’s guidelines and policies, and the State’s laws.

The fifth is decentralization, decentralization, “the case, he does the best, he can solve it at what level, in which unit or agency, I will assign it”.

Sixth, preventive work is still basic, strategic, long-term, decisive.

Orienting a number of specific tasks, the Prime Minister suggested, first of all, to perfect the institution, “must review what is lacking in institutions, mechanisms and policies, what is not suitable for reality”. The spirit is something that is ripe, clear, but effectively implemented, proven to be true by practice, the majority agree, we continue to inherit, promote and develop; what is not regulated or exceeds the regulations, boldly pilot, do and gradually expand, not perfectionist, not in a hurry.

Inspection is prevention, not to accumulate small mistakes into big ones. It is necessary to strengthen inspection management, post-inspection handling, and strengthen supervision and appraisal. Focus on large-scale inspection, but also have a key focus. Review and refine specific cases to resolve them completely.

To settle complaints and denunciations in a timely and lawful manner, without delay. Appreciate and do well the work of reconciliation, make them ideological. Heads of Party committees and authorities at all levels must have regular dialogues with the people.

The Prime Minister noted the review and assessment of lessons learned from handling major cases in the past term to contribute to promoting the prevention of corruption and negativity, especially in areas such as land and finance. mineral resources, public investment, areas prone to negative events, etc., “how to invest in public to make money, not to lose money”.

The Prime Minister also emphasized strengthening coordination between inspection work and the supreme supervision of the National Assembly, between inspectors and auditors and inspectors, between Government agencies and local inspectors, to avoid overlapping.

The Prime Minister requested, attaching importance to the work of building a clean and strong Party; improve the leadership capacity and combat strength of Party organizations and party members in the industry; building a lean, effective and efficient apparatus, organization and staff. Building a team of officials, especially the head, with full quality, capacity and prestige, on par with the tasks. Selection of cadres must be open, transparent, democratic, objective, and properly evaluated, especially the organization of recruitment examinations. The Prime Minister also noted that the Government should do a good job of information and propaganda.
