On July 2, the Ministry of Transport held an online conference to review the work of the first 6 months of 2021 and implement the tasks of the last 6 months of the year.
Many large projects completed, freight continues to increase
Chief of Office of the Ministry of Transport Nguyen Tri Duc said that most of the work in the first 6 months of 2021 of the industry has basically completed the set plan.
In the field of basic construction, the Ministry of Transport is currently implementing 61 works and projects. Of which, there are 19 key works and projects, including: 6 projects that are about to be implemented (4 component projects of the East North-South Expressway (National Highway 45- Nghi Son, Nghi Son – Dien Chau), Nha Trang – Cam Lam, Cam Lam – Vinh Hao); to upgrade the Cho Gao canal route in phase 2; the channel into the Hau river, phase 2). Ten projects are under construction: 7 component projects of the East North-South Expressway; My Thuan – Can Tho expressway phase 1; Ben Luc – Long Thanh expressway; Hanoi urban railway line No. 1 Yen Vien – Ngoc Hoi. Three projects have been tested and put into use: Ho Chi Minh Road phase 2 (La Son – Tuy Loan route and Lo Te – Rach Soi route); Hanoi urban railway line Cat Linh – Ha Dong; Deo Ca road tunnel – Hai Van tunnel 2.
In the first 6 months of the year, the Ministry of Transport has completed and put into operation 4 works and projects: Thang Long bridge deck repair project; Cua Hoi bridge project across Lam river connecting Nghe An and Ha Tinh provinces; Project of Ho Chi Minh road at Chu Se bypass, Gia Lai province; Quan Lo – Phung Hiep route project.
Completing the preparation and starting construction of 7 works and projects: My Thuan – Can Tho expressway project phase 1; Long Thanh airport project phase 1; Central Highlands traffic connection project; Buon Ma Thuot bypass, Dak Lak province; 3 North-South expressway projects: Highway 45- Nghi Son section, Nghi Son-Dien Chau section and Dien Chau – Bai Vot section.
Regarding transportation, due to the impact of the COVID-19 epidemic, people have limited travel, so the volume of passenger transport has decreased. Cumulative 6 months is estimated at 1,813.5 million visitors, down 0.7% over the same period in 2020.
Freight continues to have stable growth. Cargo volume in June 2021 is estimated at 153.8 million tons transported, up 2.3% compared to May 2021. Accumulated in the first 6 months of the year is estimated at 903.5 million tons, up 11.5% over the same period in 2020.
Regarding public investment disbursement, as the agency in charge of disbursement of the largest capital in the country today, in 2021, the Ministry of Transport will be allocated about 43,401 billion VND, including: 42,996 billion VND (38,159 billion VND of domestic capital). and 4,837 billion dong of foreign capital) and about 405 billion dong of the extension plan. Up to now, the Ministry has detailed about 97.7% of the plan.
By the end of June 2021, cumulative disbursement is expected to reach 17,311 billion VND, reaching 40.8% of the total plan and 40.3% of the plan assigned by the Prime Minister. This number is higher than the current average disbursement rate of central ministries and branches (according to the Ministry of Finance’s calculation is 22.02%).

Completing the national sector planning
The Ministry of Transport said that it has submitted to the State Appraisal Council a draft of 5 national specialized planning projects in the field of transportation (road, railway, seaport, waterway, and airport) and is one of the the first ministries and branches in the country to complete the national sector planning.
Currently, the Appraisal Council has met to approve the road network plan and the master plan on development of the seaport system for the period 2021-2030, with a vision to 2030.
With 3 specialized planning projects for railways, inland waterways and aviation, the Ministry of Transport said that, based on the opinions of the members of the Appraisal Council, there are enough conditions to meet the Council. Appraisal Council to consider and give opinions for approval.
“With investment criteria with focus, focus on key industries and fields, driving force regions, growth poles, large and important national projects, large-scale projects, inter-connected connections In order to overcome the situation of scattered, wasteful and inefficient investment under the direction of the Prime Minister, the Ministry of Transport has reviewed and completed the plan and the proposed plan to allocate the medium-term public investment plan. period 2021-2025 to report on the national public investment management system”, said Mr. Nguyen Tri Duc.

“The expressway we are implementing is 916 km, now we have to push the progress. In fact, we have just over 4 years left to complete 3,000 km of the expressway in accordance with the Government’s target, but the procedure is still very slow. Therefore, it is recommended that you focus on completing the Expressway Project and submit it to the Government to report to the National Assembly in the next session, and at the same time handle the procedures in parallel so that when approved, they will be done immediately”, Thu. The head of the transport sector also affirmed that, in the work of basic construction, the Ministry of Transport is also one of many ministries and branches with a good disbursement rate.
