Dr. Le Dinh Tinh: According to my personal assessment, in terms of adaptation and handling in the context of the COVID-19 epidemic, from an external perspective, the Government has directed and operated with a very drastic, proactive and clear spirit. Clear on goals and flexible on measures, shown through methodical policies in a calm, focused, focused, appropriate steps. That policy has been concretized by very practical actions in the “vaccine diplomacy” campaign, taking advantage of external resources to serve the country’s socio-economic development goals. Through advocacy, to date, Vietnam has received more than 8 million doses of COVID-19 vaccine from different sources, including COVAX and bilateral channels. This number will continue to increase. Not only advocating for vaccine support, Vietnam also actively proposes international cooperation, related to vaccine technology transfer and joint production of vaccines. Vietnam’s foreign affairs in the past time has also given high priority to supporting cooperation, aid, trade in medical equipment and supplies.
In particular, high-level diplomacy is focused with outstanding activities. The difference from the past is that opportunities and challenges transform together, requiring a more sensitive grasp than before. Countries with large policy lags, slow response, will lose.
First of all, about the impact of the 4th Industrial Revolution, the point to note here is that this Revolution takes place at a speed and scale many times larger than previous revolutions. Countries that do not make timely adjustments and invest adequate resources in science and technology, brainpower, research and development will face the risk of falling behind very deeply. However, on the other hand, this revolution also offers an opportunity to create breakthroughs instead of gradual impacts. Therefore, the 4th Industrial Revolution should be seen as a once-in-a-lifetime opportunity (for many objective and subjective reasons, we have missed the previous scientific and technological revolutions) so that Vietnam can create a breakthrough, first of all escaping the middle-income trap. This is also the reason why our Party emphasized the spirit and aspiration for development in the last Congress. In that direction, the foreign affairs industry has considered diplomacy for development, taking people, businesses and localities as the center as a key task.
For relations between major countries, we have pros and cons. On the plus side, it is the increasing strategic value of Vietnam thanks to Vietnam’s strategic location, capacity, role as well as the growing importance of the region. On the challenge side, from the lessons of history to the present, big-power competition poses the risk of pushing countries into a situation where they have to choose sides, which is a scenario that small and medium-sized countries, including Vietnam, do not expect. want.
Regarding solutions, Vietnam should continue to maintain a balanced and flexible policy, maintain independence and autonomy, multilateralize and diversify. The more independent we are, the more strategic value we have in the policies of other countries. The new point here is that Vietnam is now in a more proactive position, thanks to its higher position and power than before. At the same time, objectively, the world has moved in the direction of democratization, more multipolarity, thereby minimizing adverse impacts.
The 13th Party Congress has clearly indicated how to implement the foreign policy in a synchronous, creative and effective manner.
